TEACH PROGRAM BRIEF

Training and Education Access for Community-poor Household (TEACH) Program is a seven-year (7) agenda 2030 effort program designed to support private sector education in Africa to benefit children and youths from Community-poor Households to acquire quality Early Child Development (ECD), Primary, Secondary, Tertiary education, including vocational skilling and training. This will be infused with high-impact practical entrepreneurship towards creating high quality employable youths and Jobs creators. Funded by the International Policy Center for Sustainable Development (IPC4SD) UK, individual partners and befrienders, the program is being administered by the Uganda National Entrepreneurship Development Institute (UNEDI) in partnership with selected educational institutions in countries where IPC4SD has its presence and operations.

TEACH program through technical assistance, grants and of soft loans seeks to reduce the cost of access to quality education for vulnerable families in Africa, while on the other hand support the strengthening of private education institutions to become institutions of affordability, durability and sustainable quality in provision of quality education on mutually reinforcing benefits and cost-effectiveness.
IPC4SD to support partner educational institutions to build smart and solid education infrastructure facilities, improve teacher quality and instructional delivery, provide scholarships fundraises and tuition fee waiver for children/youths from community -poor households.

Background and Context

Background and Context Africa is experiencing a heavy decline in access to quality education due to effects of the global COVID-19 Pandemic and its associated effects of schools closer and lockdown. Many private schools’ majority of whom where operating on bank loans are collapsing, parents are not able to take their children to school because majority lost jobs and income activity hence the need for a robust interventional program that offers private schools the opportunity to remain active in business, and while on the other hand support parents’ capacity to take their children to school through tuition fee waiver scholarship programme. This will guarantee a sustainable future based on a balanced weight and mutually re-enforcing benefits. In this regard IPC4SD UK in partnership with the Uganda National Entrepreneurship Development Institute (UNEDI) are supporting struggling private schools and community poor household towards meeting education quality, sustainability and durability.

TEACH offers four categories of tuition fee waiver scholarships as outlined below.

Tertiary Education Access Scholarship (TEAS)

Tertiary Education Access Scholarship (TEAS) is two-year study scholarship programme administered in partnership with licensed private education institutions to benefit young people below the age of 35 years who are seeking to acquire a recognized national Diploma or Certificate in courses offered by partner tertiary institution and are examined by UBTEB and DIT for vocational training and education. Applicants must secure admission at partner school be granted the scholarship by TEACH Program. TEAS is benefits 60% women, 40% boys. The program offers tuition free access education for two academic years program leading to award of national diploma or certificate; however, beneficiaries are required to pay programme administrative fee of 650,000 for admission into the program and as well be able to meet UBTEB fees, NCHE fee, UNSA fees and their own hostel and feeding costs if they are borders.

Secondary Education Access Scholarship (SEAS)

SEAS tuition fee waiver scholarships for secondary education are from senior One (S1) to Six (S6) are offered annually and renewed based on the performance of beneficiary students. The program offers tuition free access education for two or four years academic secondary education leading to award of Uganda Certificate of Education (U.C.E) and Uganda Advance Certificate of Education (U.A.C.E) and in some instances coupled with the Directorate of Industrial Training (DIT) vocational certifications.
Beneficiaries are required to pay an administrative fee of `150,000 for admission into the program and as well be able to meet their own hostel and feeding costs as estimated by partner education institution, UNEB Fees, UNSA fees respectively.

Vocational and Apprenticeship Competence Scholarship (VACS)

VACS tuition fee waiver scholarships are benefits individuals seeking to acquire work practical skills and competence-based apprentice. VACS is offered at UNEDI carefully selected companies, corporation and vocational training centers. VACS program takes a period of 6 months to 24 months depending on the program of study and apprenticeship.

Primary and Early Child Development Education (PECDE)

PECDE tuition fee waiver scholarships for primary and pre-primary education are seven-year scholarships, renewed annually based on the performance of beneficiary pupil. The PECDE beneficiaries are required to pay an administrative fee of UGX 150,000 on admission annually and as well be able to meet their own hostel and feeding costs estimated by the school of choice per semester. This is in addition to paying the UNEB, UNSA, school admission fees, personal school requirements as prescribed in school admission letters.
